Painting over black beams

Our dining room has a low ceiling with beams that have been painted black. I want to paint them an off white colour to lighten and lift the room.
I have no idea where to start with paint and primers etc. I've read that distemper would be best but am I better sticking to a standard eggshell? Or would a chalk paint be better? Also what pimer should I use?
The beams are currently a matt very dark brown. Thank you
