Normally but can be dependant on the flooring used the floor would go down after the kitchen has been fitted, this allows for movement in the floor without the main weight of the kitchen sat on it, but some floors have different specifications from the manufacturer so could be fitted the other way round. It is easier to line the flooring up to the kitchen also I find.
I would normally put flooring down first for a clean finish but as pointed out ( something i had not really considered ) the weight of the kitchen preventing movement could be a problem down the line.
